Second, your question makes sense if there were three options: kill Movarth, help Movarth, and ignore the "problem." But since it is a hold quest, ignoring isn't a real option - or it can be, but it doesn't affect whether helping him should be an option or not since you just wouldn't do the quest anyway. Who said you have to be leading the Volkihar vampires when you start the Movarth quest? Personally, I have the mod Timing is Everything, and have it so that Dawnguard starts really late, so I encounter Movarth well before even knowing the Volkihar vampires exist.
